Summary
The NATO Support and Procurement Agency NSPA (Capellen, Luxembourg) is requesting bids for 20 rate gyroscopes (GYROSCOPE,RATE SBU-28/A). The end user is the Spanish Navy and the platform is the SH-60 helicopter. The request for proposal reference is FCA26056R / LC-CH-6001064450. The item data are NSN 6615015329842, CAGE 16623 (Naval Undersea Warfare Engineering) and P/N PESK-5106. Acceptable conditions are new or new surplus, in either case with an OEM CoC or traceable to the OEM. Overhauled items are acceptable only if no bids for new items are received. In that case, a certificate of serviceability from the OEM, an authorised repair station or a Part 145 organisation is required (EASA/EMAR Form 1, FAA 8130-3 or TCCA). Alternative CAGE codes and part numbers are subject to end-user approval. FAA PMA parts are not accepted. Note that the condition requirements in the guidance documents are partly contradictory: the contract terms prohibit surplus material by default. The source and type of the CoC must be stated in the bid. The quality requirement is AQAP 2131, which also applies to subcontractors. The CoC is to be issued on the AQAP 2070 template, and GQA is not required. Bidders must be registered in the NSPA Source File and be located in a NATO member country, Austria or Ukraine. For exports from the United States, the successful bidder acts as exporter (USPPI/EOR). Bids are to be submitted at a firm fixed price, with delivery terms FCA supplier's premises (Incoterms 2020). Questions must be submitted by 26 October 2026 and bids by 4 November 2026 via the e-Procurement portal. Bids must remain valid until 4 January 2027. The delivery schedule is not specified in the material provided. Evaluation is carried out as follows: first compliance with requirements, then lowest price. Delivery time is also taken into account. The warranty is 500 flight hours or 2 years. Liquidated damages for late delivery are 1% per week, up to a maximum of 10%. Payment terms are 30 days net. The notice attachments (NSPA MISR and NSPA Supplier Code of Conduct) could not be read, and their content has not been taken into account in this summary.
