Summary
The NATO Communications and Information Agency (NCIA) is conducting market research (Request for Information RFI-07803-ACAD) for an upcoming NCI Academy procurement. The external "Industry Learning Partner" being sought would strengthen the Academy's capacity in three areas. The first is Training by Design: converting baseline training delivered by the IT system vendor into NATO mission-specific advanced training. The second is the development of digital learning solutions (e-learning, microlearning, quick reference guides). The third is digital adoption, i.e. supporting and measuring the uptake of new digital tools. This is not a request for proposal, and no contract will be awarded on the basis of the responses. The actual competition is planned for the first or second quarter of 2027. No value or volumes have been stated. The contract structure is open, and NCIA invites comments on, among other things, the division of the areas and the commercial model, such as a framework agreement with call-offs. Mandatory requirements are: company headquartered in a NATO country (also applies to subcontractors), NATO Restricted and in part NATO Secret security clearance, alignment with Bi-SC Directive 075-007, Moodle compatibility, full NATO ownership of materials and source files, and English language proficiency at STANAG 6001 3/2/3/2 or CEFR B2–C1. Desirable attributes are more than 5 years of experience, large clients (over 10,000 employees), military background, and Articulate Storyline or Adobe Captivate expertise. Work locations are Oeiras, The Hague and Mons, and part of the work may be performed remotely. Responses are to be submitted by email by 12:00 CET on 2 November 2026, maximum 15 pages, and should also include a rough order of magnitude (ROM) cost estimate. NCI Academy will hold a workshop at NATO EDGE 26 in Izmir on 17–19 November 2026. The Excel questionnaire (Annex C) is to be requested separately by email.
