The NATO Communications and Information Agency (NCIA) has published an advance notice (NPO) for a NATO competitive procurement for the design and implementation of an Encrypted Traffic Interception System to intercept and inspect encrypted network traffic. The reference number is RFP-CO-424365-CETIS, and the estimated value is approximately EUR 10 million (indicative estimate). The solution will use existing NATO systems (gateways, firewalls, web proxies) and/or new contractor-provided components to achieve broader protocol coverage. The scope includes integrating and reconfiguring systems into a unified security baseline, deploying NATO-provided PKI certificates, and providing on-premise (high side and low side) and cloud network interfaces. Scale: approximately 100 interfaces to existing systems, approximately 20 high side and 20 low side installations of the new component, and infrastructure covering all NATO nations. Bids must include an optional Operate & Maintain service component. Eligibility is limited to suppliers from participating NATO nations. The procurement is classified NATO SECRET (NS). Suppliers must obtain a Declaration of Eligibility (DoE) from their national authority, which must reach NCIA no later than 24 August 2026. The estimated RFP release date is 30 September 2026, the estimated bid closing date is 13 November 2026 and the estimated contract award date is 29 January 2027. The language is English. This is an advance notice. The actual RFP will contain additional terms and evaluation criteria that are not included in this summary.
