Summary
The NATO Support and Procurement Agency (NSPA) in Capellen, Luxembourg, has issued a Request for Information (RFI # 26LMM010) to assess industry's ability to establish an in-house Maintenance, Repair and Overhaul (MRO) capability at NSPA's own facilities for the AN/PVS-14 Night Vision Monocular and its associated Image Intensifier Tubes (IIT). The aim is to support NATO nations' AN/PVS-14 fleets for the remainder of their life cycle, shorten turnaround times and reduce dependence on OEM-level repair. The estimated repair volume is 20 units per year. The scope of the RFI covers delivery of an initial spare parts package (including image intensifier tubes, lens assemblies, battery housings, accessories and consumables), special tools and test equipment (STTE, e.g. Hoffman Test Station adapters), technical documentation, and a training course for at least two NSPA technicians in Luxembourg. Industry is asked to describe its capabilities at O-, I- and D-levels, IIT management, test equipment, clean room and ESD conditions, quality certifications, OEM authorisations, supply chain and export control status (ITAR/MLA/TAA). Respondents are also asked to provide indicative ROM pricing and turnaround times. Eligibility: the company and its main production facilities must be located in a NATO member country, an NCAGE code is required, and the company must be registered in the NSPA Source File. Responses must be submitted in English by email. Note: the documents contain conflicting dates – the notice deadline is 7 January 2027, whereas the RFI annex gives a closing date of 18 September 2026 and a tentative RFP in January 2027. This is a market survey, not a request for proposal; it does not commit NSPA, and responses will not be scored.
