Summary

The NATO Support and Procurement Agency (NSPA) is conducting a market survey (Request for Information, RFI) on storage and handling services for ammunition and Class 1 materials. The survey covers facilities intended for the storage of hazardous materials: ammunition, civil and military explosives, raw materials for explosive products, and pyrotechnics. The RFI is based on requirements expressed by several NATO member nations. The facilities sought are typically IGLOO-type bunkers, ideally with a capacity of 50 tonnes NEQ per bunker (Hazard Division 1.1), surrounded by buffer zones. Requirements include 24/7 security, intrusion detection, round-the-clock surveillance, mechanical ventilation, automatic fire protection, an electrical system rated for explosive atmospheres, backup power and a location close to main transport routes. Regulatory and environmental considerations (SEVESO Directive, regional/provincial permits, Natura 2000) are emphasised. The service model includes short- and long-term rental, receipt/dispatch by truck/container, and handling services by qualified personnel. Responses are submitted in two phases: Phase 1 (basic yes/no information on the supplier's capacity and services) and Phase 2 (detailed information). This is solely an information-gathering exercise. The RFI does not constitute an offer or a contractual obligation, and there is no current or planned RFP associated with it. Responses are to be sent by email to procurement243@nspa.nato.int no later than 30 September 2026. The notice is accompanied by an Excel response form ('Response Sheet RFI Ammunition Storage') and other attachments, which could not be read and whose content has not been taken into account in this summary.
