Summary
The NATO Support and Procurement Agency (NSPA, Luxembourg) is requesting proposals (RFP JMR26115A / LW-WDI-6001060323) for the supply of aircraft gas turbine engine compressor blades (BLADE, COMPRESSOR, AIRCRAFT GAS TURBINE ENGINE). The quantity required is 450 units (line item 10, NSN 2840001662356). The part relates to the TF33 engine model, and the reference part numbers are RTX Corporation (CAGE 77445) parts 625512, 726712 and 753212. Technical requirements: overall length 2.782–2.791 inches, width 1.160–1.170 inches, material thickness 0.493–0.499 inches, material steel (AMS5616), hardness 32.0–38.0 Rockwell C. Material must be NEW of current production; NEW-SURPLUS may be accepted subject to certain traceability and certification conditions, but FAA PMA parts will not be accepted. Quality assurance requires AQAP 2130 compliance and a Certificate of Conformity (CoC, AQAP 2070 format); Government Quality Assurance (GQA) is not required. Delivery is FCA Contractor Facilities (Incoterms 2020), firm fixed total price. Bidders must be registered in the NSPA Source File and submit their bids via the e-Procurement platform. Competition is restricted to the funding nations of the NATO Early Warning and Control programme (including DEU, USA, ITA, NLD, POL, TUR and others). Export from the USA requires assuming the USPPI/EOR role. The bid submission deadline is 2 November 2026, and bids must remain valid until 2 February 2027. This is an URGENT procurement; award will be made to the lowest-priced compliant bid. The contract terms include, among other things, liquidated damages (1% per week, up to a maximum of 10%) and a warranty (500 flight hours or 2 years for aircraft parts). The RFP refers to separate documents (NSPA General Provisions for Fixed-Price Contracts, Termination for Convenience, Supplier Code of Conduct, MISR form), which have not been provided here and which contain additional terms.
