Summary
The NATO Communications and Information Agency (NCIA) is procuring a global, seamless vector-based basemap dataset (Global Seamless Vector Basemap Data Package) to support NATO operations, missions and other activities. The data must be compliant with STANAG 2592 NATO Geospatial Information Framework (NGIF) and support use cases such as web mapping services, rapid mapping, geospatial analysis, routing and location services. The delivery comprises several products: the core vector data (based on purchaser-furnished and open sources, including Overture Maps data combined with the supplier's own data), professional symbology, derived products (raster and vector caches, routable networks and geolocator files) and metadata. The data must reflect NATO's geopolitical view in Latin script and be compatible with NATO's Esri-based CoreGIS solution. The licence must cover NATO and Non-NATO Entities (NNE) in NAC-approved activities; national use will be added as an option. The estimated value (ROM) is EUR 3.5 million. Participation is limited to suppliers from participating NATO nations. The security classification is NATO UNCLASSIFIED; no separate Declaration of Eligibility (DoE) is required. The procurement method is Lowest Price Technical Compliant (LPTC).
