Summary

The NATO Support and Procurement Agency (NSPA, Luxembourg) is procuring spare parts for the COBRA artillery locating radar system (Artillerie-Ortungsradar) through a firm fixed price Request for Proposal (RFP CSP26023R). The procurement covers nine line items with a total quantity of 19 units, including an electronic timing group (1 unit), converter-detector sets (3 units), communication equipment interface units (1+2 units), signal data converter groups (6 units), a reference signal generator (1 unit), a frequency multiplier oscillator (1 unit), radar system subassemblies (3 units) and an electronic equipment air cooler (1 unit). All parts reference the manufacturer HENSOLDT SENSORS GMBH (CAGE C0426). Material must be new and of current production. Quality requirements are compliance with AQAP 2131 (also applicable to subcontractors) and a Certificate of Conformity (CoC AQAP 2070). Government Quality Assurance (GQA) is not required. Delivery terms are FCA supplier's premises (Incoterms 2020), with a 2-year warranty. The required delivery date is 16 October 2026. Suppliers must be registered in the NSPA Source File and e-Procurement system, and bids may be submitted only via the electronic platform. Evaluation criteria, in order, are compliance with the RFP terms, delivery time and lowest price (including advance payment discount). Bid closing is 31 July 2026, and bids must remain valid until 30 November 2026. Note: the referenced NSPA General Provisions, Termination for Convenience, Supplier Code of Conduct and MISR form contain additional terms. These have been partly provided but are not fully summarised here.
