NSPA – Logistics support for Deployable Water Treatment Systems (FBO 26SAM004)

Summary

The NATO Support and Procurement Agency (NSPA) is publishing an advance notice (Future Business Opportunity, FBO No. 26SAM004) of an upcoming procurement for contractor's logistics support for Deployable Water Treatment Systems (WTS). The systems treat raw water (including seawater) into drinking water using reverse osmosis (RO), ultrafiltration (UF) and chlorination. Required services include annual preventive maintenance in accordance with OEM instructions (before and during storage), inspections and technical reports, corrective maintenance, technical support (including change, upgrade and modification work via requests for quotation), the supply of spare parts, consumables, special tools and test equipment, and training (operation and maintenance). The scope covers two system types from different manufacturers: NCS FUEL (4 systems) and MAISONNEUVE (6 systems), each consisting of multiple modules. The systems are stored in containers at the NSPA Southern Operational Center (SOC) in Taranto, Italy. Services may be performed at SOC Taranto, at the contractor's premises or within the territory of European NATO countries and Türkiye. Transport services (20 ft or 6.5 ft ISO containers) may form part of the delivery. Quality assurance requires ISO 9001:2015 and ISO 10005 standards, as well as a certificate of conformity for supplied parts. Registration in the NSPA Source File is a mandatory prerequisite for bidding. The Outline Agreement is expected to run for an initial three years (likely starting in September 2027), with extension options of up to two years; there is no minimum or maximum commitment.
