Summary
The NATO Support and Procurement Agency (NSPA) has issued a Future Business Opportunity (FBO No. 26LBM005) for naval fuel delivery services. The requirement covers the provision of fuel for use by ships and their on-board equipment in support of naval activities, including operations, exercises and training. Deliveries will be made to requested locations, such as pier side, anchorages, naval facilities and shore-based tanks. The services are required worldwide, with an estimated volume of more than 1,700 port visits per year. The main fuel products are: Naval Distillate conforming to NATO code F-76; its commercial equivalent, marine gas oil (MGO) grade DMA (MGO, LSMGO and ULSMGO); intermediate fuel oils (HSFO up to 3.5%); and JP-5/F44 and other miscellaneous fuels. Only entities operating in and legally established in NATO nations are eligible. Registration in the NSPA Source File supplier register is a mandatory prerequisite for submitting a bid. Bidders must have demonstrable experience and a satisfactory performance record in similar services. The intention is to award an Outline Agreement with a duration of three to five years, expected to commence in approximately May 2027. The deadline stated in the notice is 15 November 2026. This is an informative advance notice; it is not a Request for Proposal and does not constitute a binding commitment. The formal RFP and the associated Statement of Work (SOW) will be published later on the NSPA eProcurement portal and will contain additional terms and conditions not reflected in this summary.
