Summary
NSPA (NATO Support and Procurement Agency, Luxembourg) has issued RFP CAN26081 / LW-WDI-6001064672 for jet engine spare parts for the E-3A AWACS fleet. The RFP covers 13 line items, mainly steel compressor blades and blade sets for the Pratt & Whitney TF33 engine (one blade item references the J57). Quantities: 306, 186, 186 and 978 blade sets; 450, 510, 462, 438, 510 and 1,500 individual blades; 5 titanium compressor disk-and-hub assemblies; 2 12th-stage compressor stator assemblies; and 210 cobalt-alloy HPT 1st-stage nozzle vanes. No estimated value is given. Under criticality code F, only the listed RTX/Pratt & Whitney part numbers (CAGE 52661/77445) are accepted without engineering approval. Parts must be new, of current production and traceable to the OEM. Surplus, PMA and alternate parts are excluded unless approved. Most items require AQAP 2310; item 80 requires AQAP 2110 and item 110 appears to require AQAP 2131. A Certificate of Conformity (AQAP 2070) is required, including the manufacturer's CoC if the bidder is not the manufacturer. Government Quality Assurance is not required. Terms: firm fixed prices, FCA NATO Air Base Geilenkirchen, Germany (Incoterms 2020), and a 2-year warranty. Liquidated damages are 1% per week, capped at 10%. Subcontractors outside NATO countries require NSPA approval. Offers are due 10 November 2026. The stated offer validity of 20 March 2026 precedes the issue date and is likely an error. No delivery schedule is given; bidders quote lead times. Most items are marked urgent. Evaluation is the lowest compliant price per line item with acceptable delivery terms. Partial awards and quoted MOQs are possible. The price tender form is mandatory. The Part A/Part B proposal forms and the Termination for Convenience appendix could not be read, and the purchase order template was only partly available. These documents, together with the referenced SOW and Supplier Code of Conduct, may contain additional terms not covered in this summary.
