Summary
The NATO Support and Procurement Agency (NSPA) (Capellen, Luxembourg) is seeking a supplier for the provision of green electricity and natural gas to its Capellen site (RFP ABE26006 / 6001063814). This is a framework contract under which orders will be placed. NSPA does not commit to ordering any quantities. The pricing sheet estimate for 2027 is 7,860 MWh of gas and 10,200 MWh of electricity. The electricity consumption annex estimates 9,876 MWh for 2027–2030 and 14,814 MWh for 2031, meaning the sources are inconsistent. Consumption may change significantly due to new buildings, data centres and demolitions. No penalties, take-or-pay charges or balancing charges may be applied for under- or over-consumption. The contract is valid for one year, and NSPA may extend it in one-year periods up to a maximum of five years. Technical requirements include: - RECs and Guarantees of Origin (GOs) valid for the Luxembourg market - proof of a contract or authorisation with the distribution system operator CREOS - automated processing of remotely read metering - templates for monthly reporting and invoices. Eligibility criteria include ISO 9001 and REC certification or equivalent, registration in the NSPA Source File, and the supplier being located in a NATO member country. Bids must be submitted in English via the NSPA e-Procurement platform. Pricing is fixed for 12 months. The RFP also describes automatic indexation: a ±5% stability band, quarterly review, and a 20% cap and floor. The index must be independent, e.g. recognised by ILR, EEX or TTF. However, Part 5 of the contract terms contains a separate wage-index-based adjustment formula for extension periods, so the relationship between the mechanisms is unclear. Evaluation proceeds in two stages: first technical compliance, then lowest total price including the prompt payment discount. A direct source link is required for each price component. Deadlines: - complaints regarding restrictive conditions: 20 October 2026 - clarification requests: 27 October 2026 - bid submission: 5 November 2026 - bid validity: 5 February 2027. The notice includes attachments that could not be read and whose content has not been taken into account in this summary. These are the Statement of Technical Requirements (STR), the gas consumption estimate, hourly consumption data, General Provisions (Materiel) and Termination for Convenience. The general terms and conditions and supplier code of conduct on the NSPA website also contain additional terms.
