Summary

The NATO Support and Procurement Agency (NSPA) has issued an advance notice (Future Business Opportunity, FBO No. 26LAM019) of a potential procurement for the Belgian Air Force. The procurement covers four (4) new super medium helicopters for SAR (Search and Rescue) and HEMS (Helicopter Emergency Medical Service) missions, together with a related comprehensive In-Service Support package. The package includes initial and advanced training for aircrews (pilots and operators) as well as technical and logistic support tied to a defined fleet availability level. Support covers the outsourcing of CAMO activities and line and base maintenance. The helicopters must be equipped with all medical equipment required for SAR/HEMS operations. Logistic support (spare parts) will be based on an availability target rather than a time-and-material model. The Belgian Air Force also intends to lease one helicopter of the same type for SAR missions before the procured aircraft enter service. The place of performance is Koksijde, Belgium. The estimated period of performance is 5 years (possibly 10). The first delivery must take place no later than 6 months after contract award. The FBO deadline is 16 July 2027. Registration in the NSPA Source File is mandatory to submit bids. The notice is published for information only and does not constitute a request for proposal (the RFP will be published later on the eProcurement portal). A pre-solicitation conference is planned for mid-December, at which a draft Statement of Work will be shared. The actual RFP and SOW contain additional terms that are not covered in this summary.
