Summary

The NATO Support and Procurement Agency (NSPA) is procuring five disk and hub assemblies (Disk and Hub, Turbine, NSN 2840-01-481-2380) for the Turkish Land Forces. They will be installed in T53-series engines of UH-1H helicopters. The approved reference is Honeywell (CAGE 99193), P/N 1-140-272-08. The part is flight safety critical (ACSI/FSCAP). The solicitation is urgent, and no value has been stated. Condition: preferably new or new surplus, either from the OEM with a CoC or traceable to the OEM. If no such offers are received, overhauled items may be considered. Overhaul must be performed by the OEM, an OEM-authorised repair facility or a Part 145-approved organisation and must be accompanied by a Form 1, 8130-3 or equivalent certificate. FAA PMA parts are not accepted. The draft contract terms contain a stricter requirement: new and current production, with surplus material not accepted without separate approval. Quality requirements: AQAP 2131 also applies to subcontractors. The CoC is to be prepared using the AQAP 2070 template, and GQA is not required. Eligibility: - registration in the NSPA Source File - bidder located in a NATO member country, Austria or Ukraine - for exports from the United States, the supplier acts as USPPI and Exporter of Record. Contract terms: fixed price, delivery terms FCA supplier's premises (Incoterms 2020). The warranty is 500 flight hours or 2 years, whichever comes first. Liquidated damages are 1% per week, up to a maximum of 10%. Evaluation: lowest-priced compliant offer with acceptable delivery terms. Evaluation is carried out on a line-item basis. Schedule: questions by 30 October 2026, offers by 18 November 2026 at 12:00 CET via the NSPA e-Procurement platform. The offer validity period is inconsistent across the documents (1 February 2027 or 1 March 2027). The delivery time is not specified in the material provided. NSPA's General Provisions, the Termination for Convenience clauses, the Supplier Code of Conduct and the MISR form contain additional terms that are not covered in this summary.
