Summary

NSPA has issued a Notice of Planned Sole Source Award (NPSSA No. 26LWM019) for depot level maintenance (DLM) repair of SATCOM communication components for the NATO AWACS fleet. The intended contractor is Northrop Grumman Systems Corp. (XETRON), Cincinnati, Ohio, USA (NCAGE 61742). The items to be repaired, all CAGE 61742, are the UHF transmit cosite mitigation unit (PN E6156.0000, 15 units), the SATCOM receive cosite mitigation unit (E6162.0000, 6), the VHF filter/power amplifier (E6129.0000, 49), the mission inline low pass filter (E6158.0000, 6), the SATCOM antenna module (E6159.0000, 4), the low band 30–88 MHz multicoupler (E6137.0000, 5) and the high band 108–156 MHz multicoupler (E6138.0000, 3). This totals 88 inductions. Annual quantities are listed for 2027–2031, although the table header refers to a 'total induction for 3 years'. No value is stated. NSPA justifies the sole source because Northrop Grumman is the design authority and holds proprietary rights to the technical documentation. XETRON also holds the original test equipment on site as NFE. Firms believing they are capable may submit evidence of demonstrated capability (e.g. proof of prior performance) to zackary.russell@nspa.nato.int and source-file@nspa.nato.com. Submissions are due no later than 10 calendar days after publication (published 29 October 2026). The notice listing gives a deadline of 13 November 2026. NSPA will assess submissions, and determinations can be contested via the Senior Procurement Officer and the NSPA Competition Advocate. The notice refers to NSPA Procurement Operating Instruction 4200-01, which was not provided. Any additional conditions in it are not reflected in this summary.
