Summary

The NATO Support and Procurement Agency (NSPA, Luxembourg) has issued a Request for Information (RFI, ID 26LBM008). Its purpose is to gather industry input for an upcoming Request for Proposal. The Request for Proposal concerns worldwide fuel services for naval vessels of the 20 Allied nations in the Maritime Logistic Support Partnership (MLSP). A separate FBO notice, 26LBM005, has been published for the project. This is a request for information only: no proposals are being solicited, no pricing information is requested, and NSPA is not committed to issuing a Request for Proposal or awarding a contract. Previous volumes indicate the order of magnitude of the scope: approximately 8,000 orders and more than 540,000 tonnes over five years, with 1,743 orders and approximately 120,000 tonnes in 2025 alone. Demand is growing. The questions (Q1–Q27) cover the following topics: - Use of PLATTS indices and their adjustment factors for different fuel grades, ports and regions. The grades cover marine diesel (F-75, F-76, DMA, LSMGO, ULSMGO), diesel (F-54, AGO/ADO, ULSD) and aviation fuels (F-44/JP-5, F-34, F-35/Jet A-1). - Price validity periods. - Delivery pricing (ex-pipe, barge, RTW) and delivery capacities. - Geographical grouping of 13 operating areas (Annex B, including the Baltic Sea, which includes Finland). - Solutions for small refuellings, such as fuel cards. - Delivery lead times and cancellation fees. - Transparency risks, such as overbilling and overstated quantities. - Length of a fixed-price contract, exchange rates and volume discounts. Services are not required in communist-governed countries or countries under embargo. Responses will be treated as confidential and anonymised. Responses are to be sent to procurement102@nspa.nato.int and procurement246@nspa.nato.int. According to the RFI document, the deadline is 5 November 2026 at 12:00 Luxembourg time, but the notice lists the deadline as 15 December 2026. This discrepancy should be verified with NSPA. Registration in the NSPA Source File is recommended. No evaluation criteria are stated. The content of FBO 26LBM005 has not been taken into account in this summary.
