The NATO Support and Procurement Agency (NSPA, Luxembourg) is requesting fixed-price bids for inflatable maintenance shelters for the Multinational A330 MRTT Fleet (MMF). The end user is the Multinational MRTT Unit (MMU). The shelters will be used for on-wing maintenance of Rolls-Royce Trent 700 engines and air refuelling booms, both at main operating bases and in deployed areas of operation. Firm requirement: 1 boom maintenance shelter, 1 engine maintenance shelter and 2 inflation/deflation pumps. Options include additional shelters and an additional pump, a generator, LED lighting, tie-down ropes, ballast bags, transport cases, a heating/cooling system and recommended spare parts. Key requirements: - Boom shelter internal dimensions of at least 20 × 11 × 5.5 m. - The shelter must accommodate aircraft height variations of ±20 cm. - Operating temperature −30 to +70 °C, snow load 1.0 kN/m², UV resistance of more than 10 years and wind resistance up to 25 knots. - The fabric must be resistant to fuel, oil and Skydrol. - The shelter provides working space and ventilation for six personnel. - Erection takes no more than 60 minutes with no more than four personnel. - The shelter must not collapse in the event of a leak. - Electrical equipment operates on 110–230 V and must be ATEX and CE certified. Applicable standards are STANAG 4370, EN 1991, EN 13782, ISO 16449 and EN 14975. The supplier must be ISO 9001 certified. Eligibility: registration in the NSPA Source File and on the e-Procurement platform. Bids must include quality certificates and traceability of material origin. If material is exported from the United States, the successful bidder must act as exporter (USPPI/EOR). Delivery terms are FCA supplier's premises. Schedule: - Questions by 9 October 2026. - Bid submission by 22 October 2026 at 13:00. - Bid validity until 30 April 2027. - Firm items to be delivered no later than 31 July 2027, with the boom shelter preferably before 1 March 2027. Late delivery is subject to liquidated damages of 1% per week, up to a maximum of 10%. Evaluation: compliance, technically acceptable bid and lowest total price. Early delivery of the boom shelter reduces the evaluated price by 10% (February 2027 or earlier) or 5% (March 2027). The balanced production principle also applies. The notice includes annexes (Annex A–D: aircraft and boom dimensions and technical compliance matrices, Cover Page and List of Items) which could not be read and whose content has not been taken into account in this summary. The Termination for Convenience terms and the Supplier Code of Conduct on the NSPA website also contain additional terms that have not been taken into account.
