Summary
The NATO Support and Procurement Agency (NSPA), Capellen, Luxembourg, is seeking bids for a framework contract under which call-off purchase orders may be placed on an as-required basis for staff transport (shuttle) services. Reference ABE26004 / RFP 6001062834. The services include standard routes between NSPA Capellen and Luxembourg Airport in both directions, transfers from staff residences to the airport and back by distance zone (0–25, 26–50, 51–75 and 76–100 km), and transfers between Luxembourg Central Station (Gare Centrale) and NSPA/residences. Additional services include extra kilometres (day/night), cancellation and public holiday surcharges, weekend transfers and waiting time (over 15 min, invoiced in quarter-hour increments based on tachograph data). NSPA does not commit to ordering any minimum quantities. The contract value has not been disclosed. Eligibility requirements: the supplier must be registered in the NSPA Source File database and on the e-Procurement platform, must be from a NATO country (NSPO 4200, paragraph 4.5), and must hold ISO 9001 or equivalent quality management certification. Bids must be submitted via the e-Procurement platform by 3 November 2026 (clarification requests and objections regarding restrictions on competition by 23 October 2026); bid validity until 3 February 2027. The contract period is 3 years at fixed prices, and NSPA may extend it through options (1+2 or 2x1 years) with a price adjustment formula. Evaluation criteria: compliance with the RFP terms and a comprehensive technical proposal (including booking documents), and the total price based on the PBoS (Annex A); a detailed cost breakdown structure (CBS) is required, and a fixed lump-sum price will result in rejection. The production balancing policy applies to contracts exceeding EUR 160,000. Note: the notice included annexes (booking form, Priced Bill of Services and Statement of Work) that could not be read, and their content has not been taken into account in this summary; these contain additional terms.
