Summary
The NATO Communications and Information Agency (NCIA) is procuring commercial off-the-shelf (COTS) software for the NATO Lessons Learned Toolset (NLLT), which will replace the current NATO Lessons Learned Portal (NLLP). The system supports the NATO Lessons Learned process, covering collection planning, collection of observations, lessons management, and the analysis and exploitation of lessons. It serves authorised users across NATO organisations, commands, headquarters, exercises, operations and communities of interest. The contract covers delivery of the COTS product, licences, configuration, deployment, testing and deployment support; documented interfaces (APIs) and/or import/export mechanisms; migration of agreed legacy data; and support for NATO security accreditation. The solution will be deployed in both unclassified and classified environments. The scope also includes documentation, operation and maintenance manuals, training materials and training delivery, knowledge transfer, and support for acceptance activities. In addition, the same RFP is intended to award the successful bidder a separate IDIQ contract for integration services, to be ordered as required. The Rough Order of Magnitude (ROM) estimate is EUR 4,830,000. This covers software delivery and implementation only and does not include the ceiling for integration services. Participation is restricted to suppliers from NATO participating countries, and the project security classification is NATO SECRET. Eligibility requires a Declaration of Eligibility (DoE) issued by the national authority, which must reach the PoC no later than 20 October 2026. The NPO was published on 30 September 2026. The estimated RFP release date is 30 October 2026, and the solicitation closing date is 18 December 2026. An online pre-bid conference will be held on 17 November 2026, and contract award is estimated for 31 May 2027. Detailed requirements, deliverables, interfaces and acceptance criteria will be defined only in the forthcoming RFP documentation, which is not available here.
