Summary
The NATO Communications and Information Agency (NCIA) is conducting market research through a Request for Information (RFI) for the NATO Integrated Cyber Defence Centre (NICC) technology project. This is market research at the planning stage, not a request for proposals, and no contract will be awarded on the basis of the responses. No value has been stated. The RFI covers four of the project's five work packages (WP). WP3, Red Teaming, is excluded because it was addressed in an earlier RFI, RFI-42619136-RT. - **WP1:** A resilient collaboration platform for the NU, NR and NS classification levels. Services include VTC, instant messaging, email, file sharing and a wiki. Availability targets are 99.9%, 99.5% and 99%, with an RTO of under 30 minutes for critical services. The platform must also operate during disruptions to NATO infrastructure, with 5G and satellite cited as examples of backup connectivity. - **WP2:** A cyber incident timeline and analysis capability. This includes multi-source data fusion (SIEM, EDR, forensics), AI assistance and use in fully isolated environments as well. - **WP4:** Four new modular, vendor-agnostic Rapid Reaction Team kits (3 operational and 1 spare). The kits include forensics, malware analysis, a portable SIEM, IDS and an AI module. - **WP5:** The COMET system, which will replace the current Jira/Confluence-based COMS. The migration must fully preserve data and workflows, and data must be exportable in open formats. All work packages are scheduled for delivery by Q3 2030 at the latest. NCIA plans two separate IFB competitions (WP1–2 and WP3–5) and a two-stage down-selection: first a 10-page capability statement, followed by a full bid and a challenge-based procurement event. Only companies from NATO member countries may participate. Responses must be submitted by email no later than 12:00 CET on 9 November 2026, with a maximum of 10 pages per work package. A workshop will be held at the NATO Edge event in Izmir on 17–19 November. Participation is voluntary.
