Summary
The NATO Support and Procurement Agency (NSPA, Luxembourg) is requesting proposals (RFP LIM26016R1) for Leopard 2 main battle tank spare parts (incl. Leopardo 2E / Leopard 2A5) for delivery to a Spanish end user. The procurement covers 17 line items, totalling approximately 17 different NATO Stock Number (NSN) items. Key items include 7 diesel engines (KNDS Deutschland), 2 cross-drive transmissions (RENK), 30 clutch discs, 2 azimuth indicators, an elevation drive, a traverse mechanism, 2 servo blocks, several electronic component assemblies, 19 electric starters, 4 power distribution panels and 4 eyepiece assemblies (for the EMES 15 sight). Some items reference OEMs such as Rheinmetall, Vincorion, Hensoldt, Bosch and Rolls-Royce Solutions. AQAP 2131 quality assurance requirements apply; Government Quality Assurance (GQA) is not required, but the supplier must provide a Certificate of Conformity (CoC) in accordance with the AQAP 2070 model. Bidders must be registered in the NSPA Source File and meet ISO 9001:2015 (or equivalent) requirements. The procurement is restricted to suppliers located in NATO countries. Material must be new, of current production; used/refurbished material will be accepted only if new material is not offered. Delivery terms are FCA supplier's premises (Incoterms 2020), firm fixed price. The evaluation criterion is the lowest-priced commercially and technically compliant offer per line item; partial bids are permitted. The warranty is 2 years and liquidated damages are 1% per week (max. 10%). The bid closing date stated in the source is 12 October 2026, with bid validity until 8 April 2027 (6 months). Note: the official closing date and time will be confirmed on the e-portal. Price quotations must be submitted using the Annex 1 form. The NSPA General Terms and Conditions, Termination for Convenience provisions and Supplier Code of Conduct are separate documents that have not been provided here and contain additional terms not taken into account in this summary.
