Summary
The NATO Support and Procurement Agency (NSPA) announces its intention to award a sole source contract to SAFRAN Electronics & Defense. The procurement concerns support services for EPC-B parachute systems: original equipment manufacturer (OEM) training, configuration, maintenance, repair and technical support. A detailed description is contained in Annex 1, which could not be read for this analysis. EPC-B is a personnel safety-related defence parachute system. NSPA justifies the sole source award on the grounds that maintaining the system's functional integrity, operational safety and operational performance throughout its life cycle requires support services that, owing to their safety-critical nature, only SAFRAN can provide. In some countries, EPC-B is subject to airworthiness certification, in which case the services may only be provided by the OEM or its authorised supplier. Any company that considers itself capable of meeting the requirement should submit evidence of its capability (e.g. past performance) to procurement161@nspa.nato.int and source-file@nspa.nato.int no later than 10 calendar days after publication of the notice. NSPA will assess the evidence and notify its decision in writing within 15 calendar days. A formal complaint regarding the sole source nature of the procurement may be lodged within 5 calendar days of receipt of the assessment. The procedures are based on NSPA Operating Instructions (OI 4200-01, 4200-08, 4200-09). This is a notice of intent to award a sole source contract, not a competitive request for proposal. The deadline stated in the notice is 31 October 2026. The notice includes attached material (Annex 1), which could not be read and whose content has not been taken into account in this summary.
