The NATO Support and Procurement Agency (NSPA, Luxembourg) is requesting proposals for a framework contract under which Call-off Orders may be placed for spare parts for the Panhard VBL armoured light reconnaissance/patrol vehicle. This is a fixed-term contract with no fixed order quantity: NSPA does not commit to ordering any of the material listed. The spare parts are listed in a separate 'List of Items' annex (Part III – Financial Matrix) containing more than 990 line items. Partial bids are permitted if they cover at least 10%, i.e. 99 lines. The quantities stated are indicative only. Bids shall be submitted on a firm fixed with price adjustment basis, with delivery terms FCA Contractor's Facility, Incoterms 2020. Material must be new and from current production. Requirements include a valid ISO 9001:2015 certificate (or equivalent QMS), AQAP 2131 compliance, anti-counterfeiting measures (STANREC 4791) and the original manufacturer's Certificate of Conformity with each delivery. Safety-critical parts will, as a rule, be procured only from OEMs or authorised distributors. Participation is restricted to NATO member countries, Austria and Ukraine. Bidders must be registered in the NSPA Source File and e-Procurement systems. The Bid Closing date is 29 September 2026 at 12:00 CET. The deadline for questions is 22 September 2026. Bid validity is 9 months. The contract will run for 5 years, with prices fixed for 3 years and index-based adjustment thereafter. Award criterion: lowest-priced technically and commercially compliant bid (3-year average price per line item). Warranty: 2 years. Note: the notice includes attachments (incl. Financial Matrix, Technical Requirement Matrix, General Provisions, Termination for Convenience, Supplier Code of Conduct, MISR) that could not be read, and their content has not been taken into account in this summary.
