Summary
The NATO Communications and Information Agency (NCIA) is conducting market research (Request for Information, RFI-191957) for a future procurement of commercially available e-invoicing solutions and managed services. The solution must support both Accounts Payable (AP / P2P inbound) and Accounts Receivable (AR / O2C outbound) processes. It would initially be deployed within NCIA's own environment but must be designed as a scalable NATO Enterprise capability that can be extended to other NATO organisations (ACO, ACT, IMS and subordinate headquarters; Annex C lists 15 ACO sites). The current environment is based on the Oracle E-Business Suite R12.2.10 ERP system (APRO, iSupplier, More4Apps, E-Business Tax). Volumes: NCIA approx. 35,200 inbound and approx. 2,900 outbound invoices per year and approx. 6,700 active suppliers, plus invoice volumes at ACO headquarters (including SHAPE 9,694 and JFC Brunssum 6,677). Key requirements include Peppol interoperability, support for EN16931/UBL/CII/EDIFACT/cXML, support for national networks (SDI, KSeF, RO e-Factura, FACe, Chorus Pro, etc.), ERP integration, information security, ML/AI functionality, SAF-T reporting, IPSAS support and ViDA readiness. Participation is restricted to companies from NATO member countries. Responses (max. 20 pages, PDF/Word) must be submitted by email no later than 6 November 2026 at 12:00 CET. This RFI is issued for planning purposes only and is neither a request for proposal nor a binding procurement commitment. Responses will not be evaluated competitively; NCIA may invite selected respondents to follow-up demonstrations. Note that the material refers to a forthcoming Statement of Work and a possible subsequent request for proposal, the contents of which are not available here.
