Summary

NSPA (NATO Support and Procurement Agency) has published a Forecast of Business Opportunity (FBO no. 26LDXXXX, ID 26LDS040) for the procurement of two advanced 3D early warning air defence radar systems in the D/L band (NATO D band, 1215–1400 MHz). The procurement includes an IFF system. The quantity is 2 units: one as a fixed installation and the other in a deployable configuration. The systems are identical in design and physical configuration, except for the subsystems required for transport, deployment and teardown, and the support structures of the fixed installation. The primary radar includes an AESA (Active Electronically Scanned Array) antenna capable of electronic beam steering in both elevation and azimuth, and has a ballistic missile (TBM) detection capability. The secondary radar/IFF system includes an IFF Mk XIIB capability. The delivery also includes auxiliary systems (diesel generator, UPS), a Performance-Based Contractor Logistics Support (PB-CLS) contract, operator and maintenance personnel training, and infrastructure for the fixed system (radar tower with LPG, HVAC, FDSS and crane equipment, RADOME, office unit, fencing and security cameras). Quality assurance requirements: ISO 9001:2015, AQAP-2110, AQAP-2210 and AQAP-2105. Registration in the NSPA Source File is mandatory in order to submit bids. The notice was published on 1 July 2026 and the deadline is 18 December 2026. Note: this FBO is published for information purposes only and does not constitute a request for proposal or a commitment on the part of NSPA. The actual RFP will be published at a later date on the NSPA eProcurement portal and will contain detailed terms and conditions that have not been taken into account in this summary.
