NSPA – Replacement of Cooling Groups for IT Facilities at Capellen (26PAM012)

Summary

The NATO Support and Procurement Agency (NSPA) is publishing an advance notice of a future procurement (Future Business Opportunity, FBO, ID 26PAM012) for the replacement of the external cooling groups serving the IT facilities at its Capellen (Luxembourg) site. The work includes the dismantling and disposal of the existing equipment as well as the installation and commissioning of the new cooling groups. Technical requirements: a fully equipped cooling group consisting of two air-cooled condensing units, each with a cooling capacity of 392 kW, equipped with variable-speed screw compressors. Further technical specifications will be provided in the detailed Statement of Work (SOW). All installations must comply with the CRTI-B clauses (including C.T.G 0, 047, 053 and 074) and with Luxembourg ITM regulations. The equipment must meet the essential health and safety requirements and bear the CE marking. Electromagnetic compatibility (CEM) must comply with standards EN 50091-2 and EN 50091-1-2, and fire safety with the German DIN standards. Eligibility requirements: registration in the NSPA Source File system is mandatory in order to submit a bid. Personnel must be from a NATO member country, present photo identification and submit a criminal record extract to the NSPA Security Office two weeks before the contract enters into force. Personnel must be fluent in French and/or English. Service providers based outside Luxembourg must complete the necessary administrative formalities with the authorities. Schedule: notice published on 25 September 2026, deadline 16 March 2027. A mandatory bidders' conference will be held in Capellen after the actual Request for Proposal has been issued.
