Summary

The NATO Communications and Information Agency (NCIA) is seeking a single accountable prime contractor to provide, operate and continuously evolve the Operational Network Extension (ON-X) capability. ON-X is a NATO Enterprise-level General-Purpose Cloud capability that stores and processes information up to NATO SECRET, delivered as a managed service. The solution includes, among other things, the phased takeover of the current Operational Network (ON) capability while maintaining service continuity, target solution design, demonstration of go-live readiness through a proof-of-concept gate, migration of the NS environment and decommissioning of legacy infrastructure. It also covers building and operating the cloud platform, identity and data services, AI platform services, secure cloud network access, federation and multi-domain interoperability services, and the digital workplace. Requirements are defined on an outcome basis. The procurement is Single-Award with an IDIQ structure. Orders are placed as task orders from a service catalogue, and no volume is guaranteed except for the minimum commitment. Participation is restricted to suppliers from participating NATO nations. A Declaration of Eligibility (DoE) issued by the National Authority is required and must be submitted to the NCIA point of contact no later than 27 July 2026. Contract performance requires NATO SECRET facility and personnel security clearances. In Step 1 the material is NATO UNCLASSIFIED and no clearances are required. The procedure has two steps: Step 1 assesses supplier experience (up to 3 proceed), and Step 2 comprises a prioritised bid, a demonstration, competitive dialogue and BAFO. No estimated contract value is stated. Schedule: the RFP is expected to be released on 31 July 2026 and will close on 29 March 2027, and contract award is expected on 30 April 2027. The language is English. Detailed evaluation criteria and additional terms are set out in separate solicitation documents, which are not available here.
