Summary

The NATO Support and Procurement Agency NSPA (Capellen, Luxembourg) is requesting proposals (RFP JCL26059R / LC-CH-6001064385) for four gas turbine engines for the AW169 helicopter (NSN 2840200153795). The end user is the Austrian Air Force. The approved manufacturer reference is Pratt & Whitney Canada (CAGE 00198), part number 30L1860-02. The parts list defines a configuration that includes, among other items, the fuel control unit, the engine electronic control unit, the DCU, the high-pressure compressor and the power turbine rotor. The engine is a flight safety critical item (ACSI/FSCAP). No value has been stated. The primary requirement is for new material from the OEM or traceable to the OEM, with an OEM CoC. If no offers for new material are received, new surplus or overhauled condition may be considered. Overhauled material requires a Part 145 maintenance release certificate (EASA/EMAR Form 1, FAA 8130-3 or TCCA). FAA PMA parts are not acceptable. The draft contract terms exclude surplus and overhauled parts in principle, so the relationship between the provisions is open to interpretation. The quality requirement is AQAP 2131, and the CoC is to be prepared in accordance with the AQAP 2070 template. Bidders must be registered in the NSPA Source File and on the e-Procurement portal. Participation is restricted to suppliers from NATO countries, Austria and Ukraine. If the material is exported from the United States, the successful bidder will act as USPPI and Exporter of Record. Schedule: - Questions by 28 October 2026. - Proposals by 6 November 2026. - Proposal validity until 1 March 2027. - No delivery schedule is defined in the material provided. The delivery term is DDP in the RFP but DAP in the draft contract. Evaluation: compliance with the requirements first, then lowest price. Delivery terms are also relevant. Partial bids will not be accepted. The warranty is 500 flight hours or 2 years, whichever is shorter. Liquidated damages are 1% per week, up to a maximum of 10%. The notice includes attachments (NSPA MISR, NSPA Supplier Code of Conduct) that could not be read; their content has not been taken into account in this summary.
