Summary

The NATO Support and Procurement Agency (NSPA, Infrastructure and Engineering Programme Office) is seeking construction services suppliers for a Basic Contractual Instrument (BCI) framework arrangement. The arrangement supports infrastructure projects at Gando Air Base on Gran Canaria (Province of Las Palmas, Spain). This is a prequalification: the BCI will be awarded to commercially and technically compliant bidders, and bids will not be evaluated on price. The actual works will be competed later through separate mini-competitions (RFPs) among the prequalified suppliers. These will be awarded to the lowest-priced compliant bid, and the works will be ordered via purchase orders (POs). NSPA makes no commitment to purchase, and no value has been stated. The BCI is valid for 5 years. According to the draft, the works may be of the design & build type, in which case the contractor bears design responsibility. BCI holders must participate in the mini-competitions. Prices are firm and in euros. Eligibility requirements: - registered office in a NATO member country - registration in the NSPA Source File at the time of bid submission - a valid construction licence in Spain. A maximum of 30% may be allocated to subcontractors from outside the same country (non-NATO). POs are subject to a 10% performance guarantee and a 10% two-year warranty bond, and liquidated damages for late delivery are 1% per week, up to a maximum of 10%. Quality requirements refer to ISO 9001, ISO 14001 and OHSAS 18001. Bids must be submitted in English via the NSPA e-Procurement portal. Completion of the commercial (Exhibit II) and technical (Exhibit III) compliance forms is mandatory (STOP factor). Partial bids will not be accepted. Schedule: - complaints regarding restrictive conditions: 9 October 2026, 17:00 CEST - questions: by 25 October 2026 - bid submission: 3 November 2026, 12:00 CET - bid validity: 180 days.
