Summary

The NATO Support and Procurement Agency (NSPA, Luxembourg) is requesting proposals (RFP LIM26018 / LM-MD1-6001062592) for the supply of spare parts for the Leopard main battle tank (Leopard MBT). The detailed parts list and quantities are set out in a separate 'List of Items' annex, which has not been provided for this summary. The contract is a firm fixed price supply contract, with delivery terms FCA Contractor's Facilities (Incoterms 2020). Eligibility requirements: bidders must be registered in the NSPA Source File and on the eProcurement platform; bids may be submitted electronically only. The procurement is restricted to suppliers located in NATO countries (NSPO Procurement Regulations 4200, paragraph 4.5). Bidders must hold ISO 9001:2015 certification (or equivalent) and provide a Certificate of Conformity (CoC, AQAP2070 template). An OEM CoC is required for some line items, while a supplier CoC is sufficient for others. Items should in principle be new and of current production. Refurbished items will be accepted only if no bids for new items are received (minimum 90% of shelf life). For exports from the United States, the successful bidder will act as USPPI/EOR. Evaluation criterion: lowest-priced commercially and technically compliant bid per line item; the contract will be awarded line by line. Partial bids are permitted. According to the notice, the bid closing date is 5 November 2026 (with reference to the e-portal schedule), and bids must remain valid until 5 May 2027 (6 months). Payment terms: 30 days net. Note: The notice includes attachments (including List of Items, Draft Terms and Conditions, General Provisions, Termination for Convenience and Price Proposal Form) that could not be read. Their content has not been taken into account in this summary.
