Summary

The NATO Support and Procurement Agency (NSPA, Capellen, Luxembourg) requests firm fixed-price proposals under RFP GRA26085 /LW-WDI-6001066307 for 3 each DUCT ASSY, NSN 1560-01-546-9571, for the E-3A aircraft. The reference part is Boeing (CAGE 81205) P/N 204-66660-1; the FSC application data lists P/N 204-66606. No estimated value is given. Delivery is FCA Contractor (Incoterms 2020). The materiel must be new of current production from the OEM, its licensee or an authorised distributor, with traceability to the type certificate holder or OEM. FAA PMA parts are not accepted. The bidding instructions allow NSPA to consider new-surplus material, but the draft terms state that surplus will not be accepted unless approved. Quality requirements are AQAP 2131, also applicable to subcontractors. No Government Quality Assurance is required, but a Certificate of Conformity per AQAP 2070 is required, plus the manufacturer's CoC if the bidder is not the manufacturer. The offer must include quality certifications, proof of origin traceability and, where applicable, shelf life. Participation is limited to suppliers in NATO nations registered in the NSPA Source File, and bids must be submitted via the e-Procurement platform. For US export, the bidder acts as USPPI and Exporter of Record. Evaluation is based on compliance first, then lowest price, with NSPA also seeking the best delivery terms. Bid closing is 31 January 2027 (time on the platform), and offers must remain valid until 30 April 2027. The provided material does not specify a delivery schedule. The warranty is 500 flight hours or 2 years, whichever is shorter. Liquidated damages are 1% per week, capped at 10%. The NSPA Supplier Code of Conduct, which is not included, contains additional terms not covered here.
