Summary
The NATO Support and Procurement Agency (NSPA) intends to award a sole source contract to Northrop Grumman Italia (NGI), Pomezia-Rome, Italy (NCAGE A3379), for GEM VII-6 GPS receivers (OEM P/N 822-3267-X0X, NGI P/N 391663-0007, no NSN). Reference: 26LMS086. The original equipment manufacturer of the GEM VII-6 is BAE Systems (NCAGE 8JPF5). Quantities and estimated value are not stated. The receiver is a critical subcomponent of the MNSU-E system. The ultimate customer holds a commercial contract with NGI for the MNSU-E, but U.S. Foreign Military Sales (FMS) regulations require the GEM VII-6 to be procured separately through a specific FMS case. Because the customer is contractually bound to procure the MNSU-E through NGI, sourcing the receiver from another provider would breach that contract. NSPA therefore considers NGI the only provider able to meet the requirement through the planned FMS-specific contract. Firms that believe they can fulfil the requirement may submit evidence of demonstrated capability, such as proof of prior performance, to source-file@nspa.nato.int. The notice also refers to a procurement point of contact that has not been filled in. The notice sets the deadline at 10 calendar days after publication (published 29 October 2026). The listing shows 20 November 2026, so the deadline should be confirmed with NSPA. NSPA will assess the evidence submitted. Complaints may be escalated to the Senior Procurement Officer and the NSPA Competition Advocate, whose Complaints Committee makes the final decision. The notice is issued under Para. 6.3 of NSPA Procurement Operating Instruction 4200-01, which contains additional terms not covered in this summary.
