Summary
The NATO Support and Procurement Agency (NSPA) is issuing a Request for Information (RFI, ref CEP26P&A02 – Cyber Defence Cloud) to gather market information on a multi-tenant, air-gapped, private, classified and accredited cloud environment. This is the preparatory phase for the design, implementation and operation of a project named the Classified Cloud Platform (CCP), which will share and protect information up to NATO classification level and serve up to 10,000 users from NATO nations and industry. The platform may be located in data centres in Luxembourg and will leverage NSPA's existing infrastructure. The core of the service comprises, at a minimum, IaaS and CaaS capabilities, an active/active architecture to ensure business continuity, separate Security Zones with management and boundary protection components, and applications such as file sharing (up to 5 GB per file), content management, video conferencing, email and chat. Suppliers are requested to respond on technical solutions, capacity management, the zero-trust security model, continuity (COOP/DR), project approach, compliance with NATO accreditation requirements, and pricing models over a time horizon of approximately 5–10 years. Responses are to be submitted by email to the NSPA point of contact, with a maximum length of 15 pages. The RFI response deadline was originally 15 July 2026, and the deadline for the Price & Availability portion (CEP26P&A02) was extended to 23 July 2026 (COB). This is not a request for proposal and does not constitute a commitment to a contract. The notice includes attachments (including Appendix 1 – Technical Requirements) which could not be read and whose content has not been taken into account in this summary.
