Summary

The NATO Support and Procurement Agency (NSPA, Luxembourg) is requesting proposals (RFP ZRU26007) for the supply of CISCO network equipment. The procurement is Firm-Fixed-Price, and the delivery term is DDP Geilenkirchen, Germany (Incoterms 2020). The List of Items comprises 22 line items (including lines 10–220) covering a wide range of items: SFP/SFP28/QSFP28 transceivers (e.g. GLC-LH-SMD, GLC-SX-MMD, SFP-10G-LR-S, SFP-10G-SR-S, SFP-25G-SR-S, QSFP-100G-FR-S, GLC-TE), QSA adapters (CVR-QSFP-SFP10G), Catalyst 9300 series switches in various configurations (C9300-24P/24S/48P/48S/48T with different licence tiers), a Catalyst 9500 switch (C9500-24Y4C-A), Nexus switches (N9K-C93180YC-FX3, N9336C-SE1, N9396Y12C-SE1), Catalyst Center hardware (DN3-HW-APL, Gen 3 32-core) and Catalyst 1200 switches (C1200-8T-E-2G, 88 units). Quantities range from single units to several hundred (e.g. line 20: 200 units, line 10: 188 units). Genuine CISCO parts are required. Refurbished parts are not permitted, and alternative parts are not accepted; only the specified part numbers are acceptable. Material must be new and from current production. Quality assurance requires AQAP2070 compliance and a Certificate of Conformity (CoC); a MISR does not replace the CoC. Participation is restricted to suppliers located in NATO countries (NSPO Procurement Regulations 4200, paragraph 4.5), and companies must be registered in the NSPA Source File and e-Procurement systems. Schedule: RFP issued 7 September 2026, questions no later than 16 October 2026, Bid Closing 30 October 2026, and bid validity until 30 April 2027. Evaluation is based on compliance with the RFP terms and lowest price (and early payment discount), and delivery times will be taken into account. The warranty is 2 years, and liquidated damages are 1% per week, up to a maximum of 10%. The notice includes attachments (Pricing Proposal Form xlsx and General Provisions docx) that could not be read, and their contents have not been taken into account in this summary. The separate NSPA General Terms and Conditions and Supplier Code of Conduct also contain additional terms.
