NSPA – Vehicle Rental Services EU-Wide (26OSM010)

Summary

The NATO Support and Procurement Agency (NSPA) is conducting market research for a turnkey Vehicle Rental Services (VRS) solution. The service would support NSPA operations across Europe in EU and NATO countries. This is a Request for Information (RFI, notice reference 26OSM010), not a formal Request for Proposal. It does not commit NSPA to issuing an RFP, the timing of which remains open. The requirement is variable and call-off based, with a fleet capacity requirement of up to 20 vehicles. No value has been stated. The vehicles sought are sedans, SUVs and MPVs. They must have an automatic transmission, four-wheel drive (4x4/AWD) and a minimum output of 120 hp. Vehicles must be less than 5 years old, have no mileage limits and be permitted for cross-border use in EU and NATO countries. In Poland and the Baltic States, petrol vehicles are preferred due to the cold climate. The service also includes 24/7 roadside assistance, seasonal tyre management, replacement vehicles during maintenance, and delivery and collection at airports, hotels and military camps. Further requirements are full insurance cover (third-party liability and comprehensive), handling of road tolls and vignettes, and international inspection and vehicle documentation. Suppliers must hold a valid ISO 9001 certificate. Suppliers must be from a NATO country and have their legal domicile and principal places of business in a NATO member state. Responses should provide information on geographic coverage (particularly in Eastern Europe), fleet composition, the 24/7 support and replacement vehicle model, and references from government, military or international organisations. The response deadline is 10 December 2026. The contract period has not been stated.
