Summary

The NATO Support and Procurement Agency (NSPA) has issued a Future Business Opportunity notice (FBO 26AMM004) for a possible future procurement. The aim is to establish a long-term Outline Agreement for the supply, licensing, implementation, maintenance and support of integrated flight mission planning software (Mission Planning Software, MPS). The customer is an unnamed military unit that operates a fleet of three large Boeing transport aircraft and plans, schedules and manages the fleet's flight missions. The software will be used solely to manage this fleet and its missions. There will be at least 300 users in various roles, and designated points of contact will submit and track their mission requests through the system. No value has been stated. The solution must be a web-based application that runs in the cloud or on premises and is accessible from computers and mobile devices. It must be a commercially or militarily available aviation operations platform covering the entire mission lifecycle: mission requests, flight and mission planning, airfield and operational information, flight time determination, crew assignment and duty time management, passenger handling, permits, aircraft maintenance status, operational reporting, and integration with external flight planning systems. The product must be demonstrably in operational use already. The vast majority of requirements must be met by the standard product at the time of bid submission, and only limited development and customisation work is permitted. Bidding requires registration in NSPA's Source File supplier register. The FBO was published on 8 October 2026 and is for information only. It is not a Request for Proposal, does not commit NSPA to the procurement, and responding to it is not mandatory. The notice states a deadline of 28 January 2027, but the material does not specify which action it applies to. A more detailed schedule will be published on the NSPA eProcurement portal. Any future RFP will include additional terms, such as evaluation criteria, which are not covered in this summary.
