Summary
The NATO Support and Procurement Agency NSPA (Capellen, Luxembourg) is requesting bids for boot-mounted ice grippers (Boot Ice Grippers / Boot Chains), supplied with a storage pouch. There are four sizes (S, M, L, XL), and the unit of sale is a set of two pieces. The estimated total quantity is 9,650 sets over ten years. The quantity is indicative and not binding on the purchaser. The contract is a framework contract under the NLSE system with a duration of 10 years, under which NSPA or its customer nations place orders as required. There is no purchase commitment. Prices are to be quoted as fixed for three years on an FCA supplier's premises (Incoterms 2020) basis and apparently by order quantity bracket (0–99, 100–499, 500–999, 1000+). Thereafter, prices may be revised annually using an index formula. Partial bids are not accepted. Eligibility requirements: - Registration in the NSPA Source File supplier register and on the e-Procurement platform. - Supplier located in a NATO country, Austria or Ukraine. - ISO 9001:2015 or equivalent quality management system. - Certificate of Conformity (CoC) signed by the OEM. - New, current-production material and a 24-month warranty. - Ability to deliver to all NATO countries, Austria and Ukraine. - For exports from the United States, the supplier acts as USPPI and Exporter of Record. Bidders must submit two pairs of size L samples without brand markings, DDP to NSPA in Capellen. If the samples do not arrive on time, the bid will be rejected. The award criterion is the lowest-priced technically and commercially compliant bid, i.e. the lowest three-year average price for the entire requirement. Liquidated damages are 1% per week, up to a maximum of 10%. Schedule: - Questions no later than two weeks before the deadline. - Bid submission by 5 November 2026 at 12:00 CET. - Bid validity 9 months. Notes on the documentation: The price matrix also contains a tab concerning maintenance of EC135 helicopters, which appears unrelated to this procurement and has not been taken into account. Unread attachments include the Technical Evaluation Matrix (technical and quality requirements) and Annexes A–D (sample form, certification statement, NLSE packaging instruction and GBR Supplier Manual). In addition, the NSPA Supplier Code of Conduct contains additional terms. The content of these documents could not be read and has not been taken into account in this summary.
