Summary

The NATO Communications and Information Agency (NCIA) announces its intention to launch an International Competitive Bidding (ICB) procurement for Work Package 3 (Data Transmission Kits) of the Replacement of Ultra-High Frequency (UHF) Tactical Satellite (TACSAT) Radios project. The procurement reference is IFB-CO-424246-TACSAT-WP3 and the estimated value is EUR 5.6 million. The project concerns the renewal of ageing UHF satellite radio equipment and new waveform technologies (including the Integrated Waveform, IW). WP3 covers the hardware and software required for data transmission capability: ruggedised laptops or tablets, encrypted hard drives, data controllers, and the associated software, cables and peripherals. These must be compatible with the new UHF TACSAT radios to be procured separately under WP1. The project also includes documentation, training, spare parts, warranty, and operations and maintenance (O&M) support. As a technical constraint, the only permitted encrypted hard drive is the VIASAT 256GB DARC SSD TS&S NVME M.2 2280 PCIE GEN 2.0. The procurement procedure is ICB, and the evaluation criterion is Lowest Priced Technically Compliant (LPTC). A single firm-fixed-price contract is planned. Eligibility is confirmed through national authorities: companies must submit a Declaration of Eligibility through their national delegation to NATO no later than 9 October 2026. The IFB package is expected to be released on 12 October 2026, the bid closing date is expected to be 1 December 2026, and contract award is expected on 1 February 2027. The period of performance is expected to begin in Q1 2027. Bid validity is 6 months. The IFB package is likely to be classified NATO RESTRICTED, and the successful bidder must be able to handle information at that level and work in Class II security facilities. Detailed technical requirements will be specified in the actual IFB document, which is not available here.
