Summary

The NATO Support and Procurement Agency (NSPA, Luxembourg) is requesting firm fixed price bids for the supply of nine spare part items for the NASAMS air defense system. Delivery terms are FCA (Free Carrier) supplier's premises, Incoterms 2020. The items are mainly Kongsberg Defence & Aerospace AS (CAGE N0013) parts: relay C400-A1N 28V 400A SPST (10 pcs), dual check valve for the NASAMS Extender (4 pcs), directional control valves for the Extender and the leg (4 pcs each), rear cover frame (1 pc), service hatch cover (1 pc), two special cable sets for NASAMS III CTOC and NASAMS launcher use (1 pc each) and a network hub (HUB, NETWORK, 3 pcs). Material must be new and from current production. The quality requirement is AQAP 2131 (final inspection and testing), also applicable to subcontractors, and the supplier must provide a Certificate of Conformity (CoC, in accordance with the AQAP 2070 template). Government Quality Assurance (GQA) is not required. Companies must be registered in the NSPA Source File and on the e-Procurement platform; bids are to be submitted exclusively electronically. The warranty is two years. Liquidated damages for late delivery are 1% per week, up to a maximum of 10%. Evaluation criteria: (a) compliance with the RFP terms and conditions and (b) lowest price (decisive). NSPA will also take the best delivery terms into account and applies its production balancing policy to contracts exceeding EUR 160,000. The bid closing date is 30 June 2026 at 11:59 (Luxembourg time), and bids must remain valid until 30 September 2026. Note: the deadline of 15 September 2026 stated in the notice differs from the date in the RFP document. Separate documents (NSPA General Provisions, Supplier Code of Conduct, MISR form, Termination for Convenience) are not provided here and contain additional terms.
