Summary

The NATO Support and Procurement Agency (NSPA) has issued a Future Business Opportunity (FBO No. 26LBS062) for the potential procurement of fuel trucks. This notice is for information only and does not constitute a formal Request for Proposal or a commitment. NSPA intends to establish a five-year Outline Agreement. The requirement covers tank trucks for the transport of jet fuel (F-34), for use at airfields and on public roads in the EU and the United Kingdom. Estimated quantities over the five-year period are: 51 × 5,000-litre tank trucks (4x2 chassis), 57 × 20,000-litre tank trucks (6x4 drive) and 71 × 35,000-litre tanker combinations (4x2 tractor unit + semi-trailer). Technically, the vehicles must comply with the ADR Agreement (carriage of dangerous goods by road) and standard EN 12312-5 (aircraft fuel dispensing equipment). The vehicles must comply with applicable EU and UK safety, emissions and type-approval requirements and must be delivered with national type approval issued by the authorities of the destination country. Quality assurance requires OEM Certificates of Conformity (CoC). The delivery term is FCA supplier's premises (Incoterms 2020). Participating suppliers may come from all NATO nations as well as Austria and Ukraine. Registration in the NSPA Source File supplier register is mandatory in order to submit a bid. The RFP is tentatively scheduled for release in October 2026, and the deadline for this FBO is 31 October 2026. A detailed description will be provided in the Statement of Work (SoW) to be issued with the RFP, which is not provided here and contains additional conditions.
