Summary

The NATO Support and Procurement Agency (NSPA) has announced an upcoming procurement (Future Business Opportunity, ID 26LBS076) for Camouflage/Signature Management Systems for use by NATO nations. The scope comprises seven variants in three groups: the Mobile Camouflage System (MCS), the Static Camouflage Net (SCN) and the Individual 2D/3D Camouflage System. The systems must provide protection in the UV, VIS, NIR, SWIR, MWIR, LWIR and TIR wavebands and against radar. Quantities are based on a separate List of Items and are estimated over a five-year period. No value has been stated. The procurement will be conducted under the NLSE framework as eCAT1 Outline Agreements with a duration of five years. The required quality assurance level is AQAP 2110. Delivery terms are FCA supplier's premises (Incoterms 2020), and delivery locations are NATO nations. Eligible supplier countries are all NATO nations plus Austria and Ukraine. Submission of a bid requires registration in the NSPA Source File. Prior to the Request for Proposal, a Request for Information (RFI) will be issued to explore technical feasibility, contracting models, risk management, the supply chain and innovative solutions. Expressions of interest in the RFI must be sent to procurement140@nspa.nato.int no later than 5 November 2026 (COB CET). The Request for Proposal (RFP) is tentatively expected in Q1 2027, and the period of performance is estimated to begin in Q4 2027. The 28 February 2027 deadline stated in the notice details cannot be unambiguously determined from the available material. The notice is for information purposes only and does not commit NSPA to the procurement. No evaluation criteria are stated. The List of Items has not been provided, so the more detailed information it contains has not been taken into account in this summary.
