Summary

The NATO Support and Procurement Agency NSPA (Capellen, Luxembourg) is seeking a supplier for a framework contract to supply Targets for Shooting Ranges for small arms training of a customer nation's armed forces. This is a Request for Proposal (RFP ANO26004), and the resulting contract will be executed through Call-off Orders via the NLSE system; NSPA does not commit to any order quantities. The procurement comprises 16 line items, including green body-shaped targets (Target 1/1–1/4), an IPSC target, miniature targets for MP5 and HK-416 weapons, pistol and 100 m targets, multi-part targets, and adhesive patches with their plastic dispensers. Estimated annual quantities are substantial (e.g. Target 1/1: 335,400 units/year). Technical requirements cover materials (cardboard/paper of various grammages, lamination, uncoated finish), precise dimensions and colours (including dark green CMYK [80;0;100;56]), a shelf life of at least 5 years, and STANAG 4280 packaging requirements. Eligibility: suppliers must be located in NATO countries, Austria or Ukraine, be registered in the NSPA Source File and e-Procurement systems, comply with an ISO 9001:2015 quality management system and AQAP 2131 requirements, and provide a Certificate of Conformity (CoC). Bids must be submitted via the e-Procurement platform no later than 26 October 2026 at 12:00 CET; bid validity is 9 months. The contract will be valid for 5 years. Evaluation: lowest-priced technically and commercially compliant bid, with a two-stage technical evaluation (documentation + samples from the two lowest-priced suppliers). The notice includes annexes (Financial Matrix, Technical Evaluation Matrix, Sample Submission Registry) that could not be read and whose content has not been taken into account in this summary. The General Terms and Conditions and the Supplier Code of Conduct also contain additional terms.
