NSPA – Procurement and Lease of Tactical Fuel Handling Equipment (TFHE)

Summary

The NATO Support and Procurement Agency (NSPA) has issued a service opportunity (Service Opportunity No. 26OSS001) for the procurement and/or lease of Tactical Fuel Handling Equipment (TFHE) as part of Global Energy Services. The equipment is to be delivered to military forces worldwide. The equipment to be acquired includes, among other items, Bulk Fuel Installations (BFI), Bulk Fuel Carrying Vehicles (BFCV), aircraft refuelling equipment, pumping, filtration, and blending and additive injection systems, small container filling equipment, fuel dispensing equipment, fuel testing and quality control equipment, environmental protection and spill containment equipment, and firefighting equipment. Training, maintenance and follow-on support may be ordered as additional services according to customer requirements. NSPA intends to prequalify a number of companies based on their past experience, performance and technical and/or management capability; individual orders will then be placed through a simplified process among the qualified companies. Suppliers must be from NATO member nations or Austria. The intent is to establish multiple Basic Contract Instrument framework arrangements for a period of five years. No minimum workload is guaranteed and NSPA makes no commitment to place any orders. Interested companies must register in the NSPA Source File supplier register. The notice deadline is 30 November 2026 and the anticipated RFP date is November 2026 (reference 26KBO002). The quality assurance level and full requirements will be defined in a Statement of Work (SoW) to be issued later, which has not been provided with this summary and contains additional terms.
