This is a framework arrangement (Call-off / NLSE system) under which NSPA does not commit to ordering any quantities. The end customer is the Spanish Armed Forces. Each kit contains an NBQ carrying case, two chemical decontamination gloves, a booklet of chemical warfare agent detection paper, an NBQ mask seal tester, a radiological decontamination wipe and a nerve agent detector. The kits must meet AEP-58 Vol 1 requirements and be based on existing products already approved in a NATO country (TRL 8). Instructions and labels must be in Spanish. Reference standards include AQAP 2110, ISO 9001:2015, STANAG 4177 (codification) and UNE-ISO 2859-1 (sampling). The estimated annual quantity is approx. 33,000 kits, plus consumable and non-consumable components listed separately (35,000–37,000). Delivery is FCA supplier's premises (Incoterms 2020). Eligibility: suppliers must be from NATO countries, Austria or Ukraine and registered in the NSPA Source File and eProcurement systems. A CoC, ISO 9001:2015 / QMS and FAAT testing at the INTA laboratory are required. The bid closing date is 16 November 2026 at 12:00 CET, and bids must remain valid for 9 months. The contract duration is 5 years, with prices fixed for 3 years and index-based increases thereafter. Award criterion: the lowest-priced technically and commercially compliant bid (3-year average price). Note: the notice includes annexes (Part III Financial Matrix and Part IV Technical Evaluation Matrix spreadsheets) that could not be read, and their content is not reflected in this summary.
