Summary
NATO Allied Command Transformation (HQ SACT, Norfolk, Virginia, USA) is requesting proposals for analytical expert services for the modelling and simulation study of the Force Lethality Enhancement eXtended (FLEX) programme. This is a Firm Fixed Price contract covering two separate study topics: 1) technology-enabled combat support/combat service support – mobility and obstacle crossing (in particular wet gap crossing, WWGC/WGC) in a contested environment at division level; and 2) Collaborative Combat Aircraft (CCA) concepts of employment, priority use cases and an open NATO Autonomy Reference Architecture for smaller NATO nations. The work covers scenario-based mission analysis, modelling and simulation, cost-effectiveness assessments and DOTMLPFI recommendations in support of NATO defence planning. Partial bids are permitted (one or both topics will be evaluated and awarded separately). Eligibility: bidders must be registered in a NATO member nation, and all key personnel must be nationals of a NATO member nation. At least one reference from the past five years and access to validated M&S data are required. The project is NATO UNCLASSIFIED, but bidders holding a higher security clearance will be scored more favourably. Evaluation: technical/price 70/30 (Best Value); technical criteria include NATO experience, creativity, SOW compliance and M&S expertise. Key dates: questions by 21 August 2026; proposals due by 10 September 2026 at 0900 (Norfolk time). Contract period approximately 18 September 2026 – 15 February 2027. Prices must be submitted in USD using the mandatory Excel spreadsheet; travel costs separately. Note: the RFP refers to the HQ SACT General Terms and Conditions (15 January 2026), which has not been provided here and contains additional terms.
