Summary

The NATO Support and Procurement Agency (NSPA) has given advance notice of an upcoming procurement of 6X6 all-terrain vehicles under notice FBO 26LBS074. The notice is for information only and is neither a request for proposal nor a commitment to procure. Responding is not mandatory, and not responding does not prevent participation in a subsequent RFP. Estimated quantities are approximately 1,820 Quads in the military version, 960 Quads in the civilian version, 220 Side-by-Side vehicles in the military version and 90 Side-by-Side vehicles in the civilian version. The quantities represent potential demand and are not binding on the purchaser. The intention is to establish a five-year eCat1 Outline Agreement. Delivery terms are FCA supplier's premises (Incoterms 2020). Quads must carry at least two persons and have a payload capacity of at least 600 kg. Side-by-Side vehicles must carry at least three persons and have a payload capacity of at least 700 kg. All models must have a towing capacity of at least 800 kg. Military versions additionally require a blackout lighting system, front and rear IR lights, and air transportability. The quality requirement is an OEM Certificate of Conformity (OEM CoC). Suppliers must be from NATO member countries, Austria or Ukraine, and registration in the NSPA Source File supplier register is mandatory in order to submit a bid. The RFP is tentatively scheduled for release in February 2027. The notice deadline of 28 February 2027 is not a bid submission deadline, as the RFP has not yet been issued. No evaluation criteria are stated. Detailed technical requirements will be provided in the Statement of Work (SoW) to be released with the RFP, and other quality requirements will be specified in the RFP. These documents have not been provided, and their terms are not reflected in this summary.
