Summary
NSPA (Aviation Support Programme, Fixed Wing Branch) is requesting bids for a framework contract to procure three Mobile Aircraft Compressor Wash Carts for the Spanish Navy (ESNavy). The carts must include adapters for GE CT7-9C engines (CN235). The procurement also covers spare parts and special tools for three years after the end of the warranty period, a one-day Train the Trainer course in Spanish (maximum 10 participants, Rota Naval Base), telephone and e-mail support, and annual on-site maintenance. Orders will be placed through separate call-off orders, and NSPA is under no obligation to order anything. Key technical requirements: - airflow 650 NL/min, maximum pressure 11 bar, adjustable 1–11 bar - diesel engine - two tanks of approx. 200 litres each - pressure equipment certified to ASME VIII Div. 1 or EU PED - self-retracting hose, minimum 15 m and 20 bar - operating temperature −32…+49 °C (MIL-STD-810G) - STANAG 3548, 4101 and 7213 - colour RAL 9010 Eligibility requirements: - registration in the NSPA Source File - supplier located in a NATO country, Austria or Ukraine - ISO 9001:2015 (certificate to be attached) - AQAP 2131 and CoC in accordance with AQAP 2070 - CE marking and EU Declaration of Conformity - STANAG 4177 codification A complete compliance matrix is mandatory. Partial bids will not be accepted. Schedule and contract terms: Questions must be submitted by 27 October 2026 and bids by 9 November 2026 at 12:00 Luxembourg time via the NSPA e-Procurement platform. The bid validity period is inconsistent in the documents: 9 May 2027 on the cover page, 4 months in the instructions. The RFP number also varies (GAB26048 / GAB26049). The contract is valid for 3 years at fixed prices. Delivery terms are DDP Torrejón de Ardoz. The materiel warranty is 2 years. Liquidated damages are 1% per week, up to a maximum of 10%. Evaluation: Award will be based on the lowest-priced commercially and technically compliant complete bid. Compliance with the delivery time requirement will also be taken into account.
