Summary

The NATO Support and Procurement Agency (NSPA, Luxembourg) is seeking bids to establish a contract for lifecycle services (Contractor Logistics Support) for portable fire extinguishers. Individual Call-Off Purchase Orders (COPOs) will be issued under the contract; NSPA does not commit to any specific order quantity. The services cover safety inspection and certification, refilling, repair, disposal and the supply of new fire extinguishers. Extinguisher types include powder (1/2/4/6/9 kg), CO2 (2/5 kg), water (9 l) and foam (9 l). The services apply to an inventory of approximately 1,000 fire extinguishers (which may increase) located at NATO units in 15 countries: Germany, the Netherlands, Denmark, Italy, Romania, Bulgaria, Poland, Czechia, Slovakia, Lithuania, Hungary, Türkiye, the UK, Croatia and Belgium. Bids must include firm fixed prices; new fire extinguishers and spare parts will be reimbursed on a purchase price plus handling fee basis. Eligibility requirements include registration in the NSPA Source File and on the eProcurement platform, ISO 9001:2015 certification (or equivalent), 3–5 years of experience, a network of certified local service providers, and certification in accordance with host nation regulations. The security classification is NATO UNCLASSIFIED. Evaluation will be based on compliance, a technically acceptable bid and the lowest total price (lowest priced compliant bid). Schedule: questions by 29 October 2026, bid submission by 19 November 2026 at 14:00 CET via the eProcurement platform, bid validity until 1 March 2027. Prices are fixed for 3 years, with an option to extend by 1+2 or 1+1 years. Note: the notice includes attachments (incl. SOW, Annex A–D, Price Tender Form, Draft Contract) that could not be read, and their content has not been taken into account in this summary.
