Summary

The NATO Support and Procurement Agency (NSPA, Capellen, Luxembourg) is requesting bids for the supply of 23 spare part items for the NASAMS air defense system (Norwegian Advanced Surface-to-Air Missile System). This is a Request for Proposal (RFP, ref. SSH26008 / LD-EQ2-6001054581) for the supply of goods on a firm fixed price basis, with delivery terms FCA (Free Carrier) at the supplier's premises (Incoterms 2020). The individual items, quantities and quality requirements are set out in a separate 'List of Items' annex, which was not available for this summary. Material must be new and of current production. A two-year warranty applies to the supplier, starting from the transfer of title. Quality requirements (including any AQAP and CoC/Certificate of Conformity) are specified in the List of Items. For exports from the United States, the winning bidder must act as USPPI and Exporter of Record. To participate, companies must be registered in the NSPA Source File and on the e-procurement portal. Liquidated damages for late delivery are 1% per week, up to a maximum of 10%. Schedule: RFP issued 30 April 2026; deadline for questions 29 May 2026; Bid Closing 31 August 2026 at 11:59 Luxembourg time; bids must remain valid until 31 December 2026. Bids must be submitted exclusively via the e-procurement portal, in English. Evaluation criteria: compliance of the bid with the RFP terms and lowest price. The production balancing principle applies to contracts exceeding EUR 160,000. The contract is governed by French law, and disputes will be settled by arbitration in Paris. Note: the procurement includes annexes (including the List of Items, MISR form and Supplier Code of Conduct) that could not be read, and their content has not been taken into account in this summary.
