Summary
The NATO Communications and Information Agency (NCIA) is conducting a market survey (Request for Information, ref. MS-424396-ANCONTOR / NCIA/ACQ/2026/07698) to identify suppliers and solutions for a tactical voice and data gateway for SHAPE and LANDCOM. The solution is intended to enable real-time transmission of voice, messages and data at the strategic, operational and tactical levels, and to interconnect the national radios of different Allied nations operating in different modes and using different electronic protective measures (EPM) and encryption mechanisms. The procurement may be carried out as a Proof of Concept if the solution requires development. Key requirements (draft, Annex B): the gateway must support at least 8 different radios with their crypto devices, operate in the HF/VHF/UHF bands, bridge IP and non-IP radio interfaces, operate in a tactical shelter or transit case platform, host external power amplifiers and comply with NATO security policies for classified voice and data. Support for the listed radio manufacturers is desired (including L3Harris, Thales, Rohde&Schwarz, Leonardo and Bittium). The place of delivery is the logistics centre in Brunssum, the Netherlands. Warranty of at least 1 year. Responses must be submitted by email by 14 October 2026 at 12:00 (CET). Responses are limited to 15 pages, including a ROM cost estimate. Only companies from NATO member countries may participate. This is an inquiry for planning purposes, not a request for tender. Annexes A and B contain the detailed questions and draft requirements, which have been taken into account here.
